Walking is based on myelinization of the nerves that enable walking, which is why babies are able to stand holding on and to "cruise" for an extended time before they walk, though calcification would presumably be necessary for these precursors of walking. Norms are given for walking but I am not familiar with norms for these precursors, which not all babies do, or which they do for different amounts of time.
Anecdotal information is not evidence, but my seven children were all early walkers but late to get their teeth. Riki Koenigsberg
