I was told by Denis Krebs of Simon Fraser Univeristy of experiments about this back in the mid-1980s (I believe a relative or friend of his was involved in the research, but I'm not certain). I'm afraid I don't have exact references but, as I recall, the outcome was that whether one got wetter running or walking depended on how hard it was raining.
