We discussed this issue at length in our college-wide IRB meetings.  After the IRB checked with the college lawyer the IRB decided that our dept. poster session is not "public" because the public is not invited (only people on campus are invited; our institution is private). We could not find any further information helping us determine what is really public. We also decided that a poster presentation at another college or at a convention IS public and IRB approval must be obtained. So in practice then it is up to each individual professor to decide whether classroom research should be IRB approved. Of course IRB approval (or not) does not remove the responsibility from the professor to make sure the students conduct ethical and responsible research as per our professional guidelines.
So that's how we decided to handled it but really not based on any formal guidelines. If our IRB had decided that the poster session was "public" everyone would have to get a lot more class projects approved (that is, they call the shots as they see fit).

Currently, student research projects conducted in classes for instructional purposes do not need IRB approval. The question is, do these projects need IRB approval if the student wants to present the research at our department's annual research symposium? We have been informed by the IRB that approval is now required, since the symposium is a public forum outside the confines of a classroom. Do you know of any APA guidelines that address this issue?
