That would be my guess too.  Some kids come to school not knowing how to HOLD a book.  The reality is that these are the "socially disadvantaged" kids.  In Arkansas, there has been a recent emphasis on preschool education for those coming from low-income families.  Whether anyone will take the time to collect interpretable data is another question.

My guess is there would be an interaction between
something like social class (parental education, occupation,
affluence, ESL, ...) and benefits of good quality preschool
education.  No difference for advantaged kids, and benefits for
socially disadvantaged kids.
