Probably by the next edition of the style manual. You make a great argument; we just have to find out who the right person(s) is to inform and as many folks as possible make the argument to them. I bet someone on this list knows who might be the 'right' person(s).
So far, at least IMHO, the style manual has been excellent at accomodating changes in technology as they affect facilitating the preparation of manuscripts.
