Having discussed it with him twice as a graduate student in the early 70s, I
can assure you that Sauce Bearnaise was indeed one of Seligman's favorite
flavors. I don't recall whether he was the first to call it a "phenomenon,"
but it certainly was his personal unfortunate experience.

You might want to check his 1970 Psych Review article, "On the generality of
the laws of learning."
