Greetings all,
I've just finished meeting with a colleague and the
police. For the past six years, a local RCMP (Royal Canadian Mounted
Police) officer has been running a recreation program for youth at risk.
This program consists of providing snowboarding equipment and day passes
to the local ski hill and going for a day with the officer. In the
summer, they go kayaking and rafting. The targetted youth get to go
every week, always in group, with the officer. This is a voluntary
program, in that the youth are not there because they are told to.
We have been asked by the RCMP to conduct an evaluation
of their project. Here's the note that I was asked to distribute. We'll
definitely put in the research time, but I was wondering if any of you
has experience with such research projects, and perhaps are aware of
previous research.

Young Riders and Crew Whitewater Crime Prevention Program Evaluation
The National Crime Prevention Centre (Yukon), Yukon College and the RCMP
(M Division), have undertaken a research evaluation of an innovative
crime prevention program in Whitehorse, Yukon. The Young Riders and
Crew Whitewater program provides at-risk and underprivileged youth the
opportunity to experience outdoor recreation. The Young Riders program
takes youth snowboarding on the community ski hill while the sister
project, Crew Whitewater, provides youth the opportunity to experience
rafting and kayaking during the summer. The program goals are to provide
a positive environment and healthy alternative to drugs and alcohol,
improved self-esteem, attitude to authority and police and youth
relationships, leadership and employability skills, and decreased
offending.
We are requesting assistance in the initial development of the
evaluation for these programs. We are searching for the following:
1. Research evaluating the efficacy of similar outdoor recreation
programs.
2. Survey instruments used to measure attitudes and behaviour of
youth involved in similar programs.
3. Suggestions for the research design
