As I understand it, that's the point. His story is that the Scantron read 
the erased marks, giving an incorrect low grade. If that's true, it 
should show the same effect on a re-scan, thus verifying his story and 
confirming that the Scantron can make mistakes. 

But if, after the first marking, he erased his incorrect marks and 
inserted new correct ones, the Scantron would now show a higher grade 
than on the original scan. This would provide evidence that he 
dishonestly changed his marks after grading. 

Whether or not the information would be used against him, it would be 
useful to know. And satisfy our curiosity.
