Require them to turn their cell phones in to you at the beginning of each class, and collect them at the end.
Vis-a-vis the mutual respect thing, I've had good luck with getting students not to use cells because I tell them at the beginning that, if they are anticipating a major call (e.g., the internship of a lifetime might come through today, a family medical emergency), they may have their phones on, as long as they notify me of the situation before class.
