If so, is it actually considered good form to put the gifts at the
bottom and the top of the tree?

Actually, I think I've read that upside-down trees are a new fad, so the
card and picture are likely entirely legit. Go figure.

Honestly, Ken, did they do it on purpose?  Does the Chancellor have a
kick a__ sense of humor?  If so, kudos to him.  If not, that's a
stunner.  Although, maybe that kind of presentation is this year's entry
