to publish their articles in

rather than in one of the more well-known journals in which such
specialist articles normally appear. How stringent can peer review be
for
articles covering so much ground if rapid publication is a priority?

This criticism is unfair. Prevention and Treatment was a fully
accredited APA journal with the same peer review process as used in
print journals. It was an entirely appropriate place to publish this
paper. It folded, not for academic, but economic reasons.
