I'm not sure what Karl is alluding to here,  but I certainly missed 
another meaning for "tosser". When I checked, I learned that "toss off" 
is British slang for masturbation and "tosser" is "a term of abuse for a 
masturbator" [see: wanker]. Isn't TIPS educational?

BTW, the background to the website is that the UK passed a law last April 
removing the right to anonymity for sperm donors, a law which had been 
under discussion for a number of years previous. So your little sperm, 
all grown up, so to speak, can come back to haunt you.  Coincident with 
this development, sperm donations in the UK (ahem) dried up, which may or 
may not have really been a coincidence (see 
http://news.bbc.co.uk/1/hi/health/5230890.st )

So the website was a (lighthearted) attempt get people to give a toss. 
Not everyone was amused. For example two Canadians (of all people)  in 
the business huffed that "a serious sperm donor recruitment campaign is 
not the place to employ adolescent humour to disparage sperm donation 
(see  http://www.bionews.org.uk/commentary.lasso?storyid=3379 )
