In Arkansas, approximately 1/3 of students who take the ACT in high school, and 
who have high school GPAs of 3.0 and above, require remedial classes if they 
enter college.

These classes do not count toward graduation, and parents and state tax dollars 
pay the bill.  One state legislator asked me whether the bill should be sent 
back to the local school district.  Not a bad idea!
