Hey Marty, Yep, this past semester I also had two people who complained I didn't have office hours. Yes, that is correct. And I don't have an office, nor a desk, nor a chair, nor a telephone. I even put in the syllabus I didn't have office hours, but they could be scheduled with me. I guess, that wasn't good enough. I know of a teacher who ends class 10 minutes early for "office hours."
