Yes.  The base of the hair cells is on the flexible basilar membrane, and the 
tips of (most) of the hair cells are actually imbedded in the more rigid 
tectorial membrane, the cilia must bend when the basilar membrane is distorted.

Is it true that under ordinary hearing conditions the bending of the 
stereocilia is caused by direct contact with the tectorial membrane?
