I used to do a very similar thing with basic algebra as a requirement
for my stats students (at the last place I worked).  I gave them two
chances at simple tests of basic algebra, and if they couldn't solve all
the problems, I counseled them to drop.  I didn't force it, but I never
had anyone argue with me.  I would put them in a math class to remediate
it, and then se them the next semester.
