ERIC discontinued the test locator a couple of years ago I think. (Actually found one reference to it not longer being available as of Sept 2003, but not sure if that is accurate.) It looks like someone new has come along and purchased the domain name (probably around 2006) and set the site up to look like it still serves the same function as it did when ERIC actually ran it. They have "masked" their info on the domain name registration so you can't see who really owns/operates it at this point.

Although not ideal necessarily, there is an option on the advanced search page for ERIC located at:
        
http://www.eric.ed.gov/ERICWebPortal/Home.portal?_nfpb=true&_pageLabel=advanced

which will allow you to select "tests/questionnaires" as Publication Type. I think it still brings in a fair amount of things that are not specific instruments, but it could still be somewhat useful.
