I would just like to mention that a review of Milgram's
1963 Behavioral Study of Obedience does show a
reference to one of Hannah Arendt's earlier publications:

ARENDT, H. What was authority? In C. J. Friedrich
(Ed.), Authority. Cambridge: Harvard Univer. Press, 
1958. Pp. 81-112.

I don't have copies of either Milgram's book or Blass'
biography but books.google.com does have parts of
Milgram's book online and he does cite Arendt's 1963
Eichman book.
