There is another issue when evaluating the question of whether
there has been grade inflation. It is a common practice in NC to
change the numerical value associated with a letter grade based
on the academic level of the class. The value used for a B is
increased if it is a honors section or an Advanced Placement
class (and not by the same amount for those 2 classes).
Both the valedictorian and salutatorian at the local HS this year
had a 4.7 GPA on a 4.0 scale.
