Here's the recipe:
(1) Admit lots of poor freshmen.
(2) Ensure most of them leave school before they graduate. (Actually
many will leave on their own).
(3) Next, admit a lot of good transfer students at the Junior level.
(4) Graduate them the following year.
(5) Finally, use a test to compare your graduating seniors to your
entering freshmen.
