First of all, we don't use the term 'behavior mod' anymore -- it's become coopted by all sorts of things like drug therapy. The current term is applied behavior analysis. And I'm much more interested in the present than the past -- ABA is in wide and expanding use in many areas (read the Journal of Applied Behavior Analysis for examples). U Kansas and Western Michigan are still top programs, as are U West Virginia and Reno.
