It's more a question of building a warning system that pilots didn't want to shut off right after wheels-up. One that's turned off is no better than none at all, I think.
I know that in civilian airliners they changed the stall warning from a loud buzzer to a softer, sort-of-female voice that simply says "Stall... Stall..." I think the information in the message would induce plenty of motivation to act, independent of the aversiveness of the buzzer.
