A 5 year old living in an apartment in Siberia without heat? Did the dogs and 
cats bring her food too? Seems pretty unlikely.

The most famous of the feral Indian children claims is the sorry tale of
Amala and Kamala, the alleged wolf-children, almost certainly a hoax from
start to finish. Ogburn and Bose provided an early expose of this story
in their investigation. "On the trail of the wolf-children", Genetic
Psychology Monographs,  1959 Aug;60:117-93. Didn't do any good.

But in timely fashion a new story of a Russian girl barking like a dog
has just popped up ("Russian police find feral girl in Siberia", LA
Times, May 28/09 at  http://tinyurl.com/ll28dj
