Ask to be certain, but it probably means that it leaves copyright residing with the author, and only asks permission to publish the article on its site. This is not uncommon in on-line journals. The upside is that you don't have to ask them if you want to republish it elsewhere (though a journal would normally not object to this). The downside is that if someone decides to copy it off the journal's site and post it somewhere else, you're on your own asserting your copyright to it (rather than the journal sending its lawyers after them).
Also, in Europe (at least in England) there is a distinction between copyright and "moral rights." The latter is the right to be identified as the author, regardless of who happens to own the copyright. In the US, once you transfer the copyright, you lose all rights (that aren't specified in the contract by which you transfered them). Disclaimer: I am not a lawyer. I don't even play one on TV.
