What exactly "get the Russian before they get us" means is unclear but
if one means "engage in research against Soviet and Chinese communism
during the 1950s", then, yes, Skinner apparently was doing so through
his association with the CIA and their front organization the "Society for
the investigation of Human Ecology" which employed various academics
and provided support for their research.  Ironically, one good source
of information about this is the following:

Yes, Carl Rogers worked for the CIA during the 1950s when the
CIA was interested in "brainwashing", mind control, and other projects.
One reason for using Rogers was that by this time Rogers (and the
other academics who participated) were well-known in academia
and would provide "legitimacy and status" to the CIA's activities.
The Denanchick & Kirschenbaum article is an interesting read.
I presume that if there isn't a literature on this topic, there will be
one soon.
