Could the time and energy going into such irrelevant things be largely a consequence of a variant of one of Parkinson's laws ("Work expands to fill the time available for its completion"):
Employees tend to add unnecessary items/work to a project in order to extend the time spent on it so as demonstrate to employers that they are satisfying their job description (and justifying their salary).
