As a parent with kids in school, I think it's done all the time to either
get kids into special programs--it is quite the fad to have one's child
certified learning disabled so they can have all the time in the world
to take their SATs for example--or to get them into special programs with
special perks--be it learning disabled or for gifted students--in which
case those who are 'deficient' in comparison to 'gifted' fail to get
the perks.
