The tactic I've adopted in some courses--and surely it may not work in others-- 
is to write into the syllabus: DO NOT USE QUOTATIONS. I add to this, either 
with or without appropriate attribution. I point out that one intent of the 
papers they are writing is to demonstrate their comprehension of the topic or 
subject areas they are writing about. Quotations give the impression that they 
did not understand what they had read (hence, are forced to quote the authors 
own words). Appropriate citation of ideas is still expected, of course.

But, like Annette, I still run into the occasional student who somehow doesnt' 
get it and winds up under the gun for a plagiarism violation....
