Our favoorite -- we've used it twice -- is Keppel (1991). Design &
Analysis: A Researcher's Handbook. 3rd ed., Prentice-Hall, ISBN
0-13-200775-4. I used it and loved it; a new colleage, fresh from graduate
school, used it and thought it was great.

The kind of book you describe seeing sounds like TatuokO (1988).
Multivariate Analysis: Techniques for Educational & Psychological
Research, 2nd ed., Macmillan, ISBN 0-02-419120-5. We rejected this one
because, although it does a good job on matrix algebra it is dependent
upon it and spends most of its time on some of the topics you mention.
It gets to GLM in the last chapter. 

We have a separate advanced stat course on regression, etc. We wanted an
advanced stat course that really went into MANOVA type designs.

By the way, the APA publication mentioned by Dan Wasieleski is a book that
should be on everybody's bookshelf for ready reference. I usually keep it
on a table right behind my desk where I can wheel around and grab it.
