Can't speak for everyone, but I've made that mistake by just using the
"reply" function, forgetting that it goes only to the person who submitted
the original post even though I'd intended to send it to the list, and then
having to reply to the whole list as the only way to correct the mistake.
More a consequence of the way TIPS is organized right now than a desire to
be redundant or to waste bandwidth.
