For citing a web page as a source of information, the WEAPAS guidelines
would suggest something like:
Anderson, M. (Maint.), Becker, J., Dorward, P., Pasciak, P.  (1997,
March 20)  Kohlberg Tutorial.  [WWW Document]  URL:
http://snycorva.cortland.edu/~ANDERSMD/KOHL/CONTENT.HTML

Does this conform with APA dictates?  If not, how does it differ?
