My recommendation is that you not do this momentous planning on your
own. Try to convince the administration to fund a panel (even just
two) of folks who have done outside reviews for programs. These
folks will be very helpful in thinking through the planning of the
program and the necessary resources. APA maintains a list of folks
who have done this in the past. I would also be happy to suggest
folks (or to help construct a profile of what these folks
qualifications should be).
If you can put together the information they need ahead of time, they
can read it and visit your campus, talk with faculty, students, and
administration, over 1 or 2 very busy days, and give you their
counsel on your program within a month after they leave.
This will be much more helpful than the (assuredly high quality)
comments you will receive from this forum. They will help you ask
the hard questions about your program and serve as credible advocates
to the administration.
