NO! The first time he "broke the rules" and performed magic in front of
the Muggles he was in fact disciplined. The second time he was not
disciplined not because HE was special, but because he was in special
circumstances; his life was in danger. The authorities felt it better to
protect him than to discipline him. Something that parents are also very
likely to do.
