Typically to answer interesting questions like this, a good source
might be the people who do not experience the phenomenon.   For
example, dyslexia, stutters, brain damaged, or psychotic people?

I have a friend that does not see phi phenomenon, motion after effect,
or subjective color.  I would predict he would not see a jiggle in the
TV or LED clock when he uses an electric toothbrush.
