We are getting a number of calls across the central office with complaints
about a book, "Race, Evolution, and Behavior" that is being sent to our
members with APA mailing labels.  Please see the note from Ray below
explaining this situation.   Please offer to fax the letter to the caller.
If the caller remains irate or is abusive please refer them to me (get their
number and tell them I will return their calls next -- since I am in a Board
of Director's meeting through Sunday and will not be available for you to
transfer them directly to me).

Dear Colleagues,
A large number of APA members, especially from Divisions 6,7,8,9,14 and
15 recently received in the mail a small book---an abridged version of Race,
Evolution and Behavior by J. Philippe Rushton.  Because of the controversial

nature of this book, some members were offended by both the
content and the fact that it appeared to come from APA.  The envelope in
which 
the book was sent had an APA mailing label.  We now have copies of the
mailing label 
used to send this book so we can investigate the situation.  At first
examination,
it appears that someone has misused APA labels.  Any organization that uses
our labels is
required  first to send a copy of the material to be sent out---if the
material is
not acceptable for any reason, the request is denied.  I can find no
evidence that anyone at APA approved the distribution of this book on
APA labels, which could mean that the publisher---or someone else--- used
the labels inappropriately, thus violating the terms of their contract with
APA.
I wanted to assure you that APA did not authorize or sanction the
distribution of this book to APA members.  I will keep you informed as I
find out more about what happened.  In the meantime, I hope everyone
will be patient and withhold judgement until full information is available.
While we can't guarantee that no publisher will ever violate the terms
of their contract with us, I have been at APA for ten years, and this is
the first time that I've heard of a publisher possibly doing so.
