I think it depends on the kind of m/c item in question.  For simple 
definitional
items (and other "recognition" kinds of items), 1 minute may be 
generous.  However,
I like to use more complex items on my exams, such as presenting an 
experimental
scenario that then requires selection of a likely outcome, or presenting a 
theory that
then requires selection of a supporting or disconfirming experimental 
finding.  I find that
such items can take students anywhere between 1 - 4 minutes per item.
