Most policies I have looked at so far describe it as a "a consensual
relationship is any dating, romantic or sexual relationship". That is,
the point is not whether sex (however you define it) is taking place but

whether there is a relationship that has gone beyond the usual
student-faculty relationship. By the way, many policies also point out
that the university and the individual may be liable (could be sexual
harasment charges coming) and that the perceptions of conflict is just
as important as the actual conflict (other student may think there are
favors given even if there isn't).
