We have had that policy for as long as I can remember. As far as I know the policy does not specify which of the 3 or more exams will be re-scheduled, nor when it will be rescheduled. Students are required to fill out a Student Request Form outlining which exams are scheduled on the same day and the arrangements they have made for rescheduling the exam. This must be signed by instructor and department head. (I think this small requirement deters some re-scheduling). The instructor and the student work together to find an agreeable time for the makeup. I have always thought it was a reasonable policy and have not felt it was abused. On another note that was mentioned - we are allowed to give unit exams the last week of class, but no comprehensive exams. And the administration circulates a notice that those classes not having a final exam during finals week are expected to meet during that time.Its my impression that most in that situation offer to meet in their office (and then no one shows).
