The quotation from Zimbardo comes from an interview that NAJP 
conducted with him and published in the first issue. He is replying 
to the question: "Any predictions about where the field will be in 
25 years?" Part of his answer includes that quotation.

Therefore I do not  think that it has any bearing on the policy of 
the journal. In general, the journal's main goal is to publish good 
scientific papers of general interest, trying to avoid rejecting 
articles of merit.
