Interesting that they're trying it--but not unexpected in it's results.
Most studies show that _any_ approach that demonstrates a positive (versus
the "bad guy/good guy" attitude common in the CJ field) attitude toward
people living under high risk conditions will result in a decrease in crime.
Youth athletic centers run by Police volunteers who sincerely care about
kids, for example, normally reduce gang activities and violence.
It's too bad our politicians prefer a "get tough" policy when they pass
laws or fund programs--more positive involvement with the target communities
could result in far more beneficial results for everyone.
