I'm not sure I understand what you're saying.  I can
think of anger as occurring in at least two different ways:

(1)  As a genuine response to a situation (e.g., seeing
pictures of people killed in a genocide)

and

(2) as a communicative device to others to indicate what
one is experiencing (e.g., long ago when I did some work
with mildly retarded adults, one form that anger took was
hand biting, usually the palm upraised and teeth in the base
of the thumb).

I don't know how (1) above can be considered manipulative
(one would need to know the larger context to decide this),
and (2) could be manipulative if the person expressing the
anger knows they will get a specific response (e.g., attention).
Expressing anger which results in the person getting a beatdown
as a result (any survivors of Catholic boys high school out
there?) may be manipulative if one enjoys receiving the beatdown
but that is a particular type of kink.
