The answer appears to be "No". There is a filmography (i.e., list of films) for Travolta on his official website and his first film is the "noteworthy" "The Devil's Rain" which had him paired with that exquisite thespian, William Shatner. Perhaps some people have confused this movie (about satanaism and stuff) with "The Tenth Level". See: http://www.travolta.com/
Another source that confirms this is the "Hard to Find Films" website that actually sells a DVD of the movie. See: http://shop.vendio.com/HARDTOFINDFILMS/item/978505536/index.html It is unclear to me how/why websites like www.imdb.com, the Wikipedia entry for the "Tenth Level" (see: http://en.wikipedia.org/wiki/The_Tenth_Level ) and so many other sources, including newspaper articles, promote the idea that Travolta was in the film. It is possible that Travolta had an uncredited extra part as a background character and scenes with him may have been edited out so that though he might have been an extra, he does not appear in the final print. "The Tenth Level" was shot in NYC and Travolta was working in NYC as well. Perhaps one would have to go over the documents associated with the shooting of "The Tenth Level" to determine if had any part whatsoever in it. It should be noted that Shatner does not mention "The Tenth Level" in his autobiogrphy "Up Till Now" but he does mention Travolta's film debut in the movie "The Devil's Rain" (Shatner does not mention Milgram at all).
