Most of the time, messages show up in minutes.  Occasionally,
there is a slowdown and may take longer.  When there is an outage,
it's hard to say whether the problem is on Tips software end or the
mail archive end.  Emailing Bill to ask if Tips is up will clear things
up.

I received Tips in digest form and check the mail archive during
the day.  I copy and paste into my email program when I respond.
