The whopping salient lurking variable in state-by-state SAT comparisons is the 
% of students who take it. Take Connecticut whose college bound seniors most 
recently averaged 510/510/510 for critical reading/math/writing versus 
Mississippi which averaged 570/550/560. About 85% (+- m) of CT students take it 
compared to about 5% (+- m) in MS, so in MS mostly the students bound for an 
east or west coast school will take the SAT. I suspect the ACT is more common
