At least every American who watched Saturday morning cartoons when I was growing up has seen it. They were originally broadcast in the 60s and 70s. Of course, they cut out a few steps like the lobbyists writing the bill, the fact that the bill is often larded up with pork of the "you scratch my back, I'll scratch yours" variety, the final version is written a few hours before it is voted on and often none of those voting on it have actually read it. And, as some legislators have said, it wouldn't matter if they did read it because it is generally written in legalese no one can understand (and most of these legislators are lawyers). But I guess that song wouldn't be quite as catchy. After all, I still remember it today (along with another favorite Schoolhouse Rock song: Conjunction Junction).
