Probably but consider the following:

(1) I believe that the only US federal colleges and universities
are military academies like the US Military Academy at 
West Point, NY.  At these places, the civilian workers will be 
furloughed (I suppose this also applies to civilian faculty and 
staff if there are any) while the military personnel (again, faculty 
and staff) will continue to work with the promise that they will 
be retroactively paid (i.e., they won't be now especially if a 
shutdown continues for weeks).  For example, see:

But I don't think that any Tipsters work at such colleges.

(2)  The federal laboratories at NIMH and elsewhere will have to close.
There's an article in Nature that provides an overview of what will 
happen if the shutdown occurs.  NOTE: research that requires a
researcher's daily involvement will probably be totally screwed.  See:

On the other hand, a few Tipsters might find that they suddenly have
a lot of free time. ;-)

(3)  Probably the most important way Tips will be affected will be
the demonstration that our teaching critical thinking skills has totally
failed especially as the misinformation, deception, and mendacity that
characterize the statements of the congresspeople pimping their
positions ("Oh no, this isn't about defunding planned parenthood, it's
about the excessive government spending").  Your elected U.S.
representative at work. *sigh*
