Probably but consider the following: (1) I believe that the only US federal colleges and universities are military academies like the US Military Academy at West Point, NY. At these places, the civilian workers will be furloughed (I suppose this also applies to civilian faculty and staff if there are any) while the military personnel (again, faculty and staff) will continue to work with the promise that they will be retroactively paid (i.e., they won't be now especially if a shutdown continues for weeks). (2) The federal laboratories at NIMH and elsewhere will have to close. There's an article in Nature that provides an overview of what will happen if the shutdown occurs.
