I had never heard of this so I had to google it.

I would think that this would apply only to clinical training, because it seems 
to be a corollary of making education in medicine equivalent across 
institutions, a professional equivalent of the Bologna agreements for 
undergraduate education.

That said I have still never heard of it being applied to psychology.
