Or perhaps it is easy to talk about cutbacks in the abstract, and more 
difficult to talk specifically about what benefits / programs you would cut 
since (a) you would actually have to know the contents of the programs, and (b) 
you would have to know whether the programs benefit your listeners (i.e., 
supporters).
