It should not come as a surprise to anyone that there is a Wikipedia entry
on
what is referred to as the "Sandusky Child Sexual Abuse Scandal".  The entry
provides context and detail about what is known at the point (yadda-yadda)
and can be accessed here:

It should also not come as a surprise the the grand jury's report is also
available online.  It provides the evidence that it considered against
Sandusky for eight victims.  The section relevant to McQueary start
on page 6 and go to page 11; see:

Key persons to keep in mind are Tim Curley (Penn State Athletic Director)
and Gary Schultz (Senior VP for Business and Finance) who supervised
the investigation of McQueary's claims.  Schultz had the responsibility of
reporting the incident to campus police (whom he supervised) but did not
nor did he and Curley report it to state police.  One should read the text
to understand why they were charged with perjury by the grand jury.
This becomes less an issue about McQueary or Paterno but of high level
administrators who essentially said "nothing happened" and had the
power to enforce that framing.
