"Speculative psychology" is usually used as a pejorative term by scientific 
psychologists for philosophy of mind or philosophical psychology. 

"Theoretical psychology" has a bunch of different meanings, from the 
development and analysis of psychological theories intended, ultimately, for 
empirical testing (Psych Review claims this as its domain; see also André Kukla 
book Methods of Theoretical Psychology) to a kind of metatheoretical psychology 
that examines and often critiques the (often implicit) assumptions underlying 
psychological research and application as they are conventionally practiced (as 
seen in Theory & Psychology and Journal of Theoretical & Philosophical 
Psychology).
